Some Philippine Cultural Laws
by Earlie L. Pasion

One of the government’s roles is to preserve and promote our culture. Because of this, many cultural laws have been enacted to preserve and promote appreciation of our culture.

1987 Constitution
Article XIV, Sections 14 to 18 of the 1987 Constitution concern arts and culture. The Constitution encourages the preservation, enrichment and evolution of Filipino culture. The government also strives to ensure the people’s equal access to cultural opportunities, regardless of ethnicity.

Republic Act No.7356
To ensure the preservation, promotion and development of Filipino culture, President Corazon Aquino issued Executive Order No. 118, which created the Presidential Commission on Culture and Arts. In Republic Act No. 7356 created the present National Commission for Culture and the Arts (NCCA). NCCA respects culture as a human right and promotes it as part of our national identity. It also carries the task of sustaining the Filipino culture of, by and for the people. Some of the mandates to the commission include formulating policies for the development of culture and the arts; encouraging artistic creation within the climate of artistic freedom; preserving Filipino cultural heritage; and coordinating with the Cultural Center of the Philippines, Commission on Filipino Language, National Museum, National Historical Institute, Records and Management and Archives Office, and National Library.

Proclamation No. 1001
The National Artist Award or Gawad Pambansang Alagad ng Sining was established in 1972 through Proclamation No. 1001. It is the highest award of recognition given to honor Filipinos who have made distinguished and outstanding contributions to Philippine music, dance, theater, visual arts, literature, film, broadcast arts, and architecture and allied arts.
The award is administered by NCCA and the Cultural Center of the Philippines. It is conferred every two years by the President of the country. The award’s symbol embodies the Philippine’s highest ideals in humanism and aesthetic expression.

Presidential Proclamation No. 241
Like language, music and dance, dresses and costumes are also part of culture. They express the identity of certain localities and embody traditional materials a certain group is proud of.
In 1993, Presidential Proclamation No. 241 declared the third week of September as Linggo ng Kasuotang Pilipino. It is initiated by the Department of Tourism as an exhibition of Filipino traditional costumes. It is one way to show the unique Filipino identity, create sense of pride in being a Filipino and give due respect to Filipino heritage.

The Ages of Man

In the early days, men of the Stone Age live in caves. These caves protected them from the wild animals. These early men hunted deer, goats, lions and other wild animals. Their first concern was to make sure of an adequate food supply. The animals they killed provided them with skins they used as clothing. Later they discovered the advantages of keeping young animals captive instead of killing them. So they were able to raise calves, lambs, piglets, and foals in herds which they could take from one posture to another. At the same time they learned to use bones, antlers, ivory and wood for their hunting weapons.
From their beginning in the Old Stone Age through the Middle Stone Age and up to the New Stone Age, men became more skilled in working. They made finer and better weapons such as axes, hoes and sickles. They felled trees and made clearings in the forest where they built wooden huts. They adopted a more settled way of life and discovered how to grow plants as crops.
The second phase of development was the Bronze Age. Man discovered the use of metals like copper and bronze. Knives, spears, axes and rims for wheels – all these were made of metal and wheeled vehicles such as carts and chariots came into use.
Then came the Iron Age. Discovery of iron resulted not only in the improvement of farm tools but also in an increased range of weapons of war.
